**Note: This is a non-permanent appointment that is anticipated to last a maximum of 12 months.**
**The Opportunity:**
The Washington State Department of Transportation (WSDOT) Capital Program Development and Management (CPDM) office is seeking an experienced and detail oriented individual to fill the role of Project Funding Specialist. In this Transportation Engineer 4 position, the incumbent will serve as a statewide technical program specialist, performing final review and analysis of project documentation required to authorize funding for transportation projects funded through the CPDM Office.

**This position will perform the following work:**
* Ensures federal and state regulations, financial rules and guidelines are followed in processing Work Order Authorization (WOA) requests.
* Utilizes various systems to review, process, document, and make approval decisions on projects statewide, including but not limited to; Transportation Executive information System (TEIS), Capital Program Management System (CPMS), Transportation Reporting and Accounting Information System (TRAINS), FHWA's Fiscal Management and Information System (FMIS) and the Federal-Aid Tracking System (FATS).
* Performs final detailed review of all documentation used to validate the authorization of CPDM administered funding including all supporting documentation required for Federal-Aid Project Agreements.
* Creates and modifies Federal-Aid Project Agreements with the Federal Highway Administration (FHWA) to obtain project funding.
* Independently analyzes Federal-Aid projects and certifies all federal requirements are met and properly documented.
* Independently initiates and/or approves WOAs for advertisement of construction contracts and requests for proposals (RFP) for all Highway Construction Program projects.
* Reviews project advertisement and award reports, and independently completes all management documentation for construction advertisements, bid openings and awards to provide assurance of sufficient funding.
* Analyzes data submitted for project scope, schedule and budget change management requests to determine whether these actions can be accommodated financially, are within compliance standards and are properly documented.
* Provide statewide training on project funding and Federal-Aid compliance requirements.
**Requirements for this position include:**
* Knowledge and understanding of technical engineering practices, policies, procedures and standards.
* Prior experience analyzing and interpreting engineering and financial information.
* Prior experience analyzing and interpreting state and federal laws, policies and procedures.
* At least four years of experience generating reports and spreadsheets using various software applications including MS Office products.
* Prior experience communicating with diverse customer groups in a professional setting.
**An ideal candidate for this position will have:**
* Bachelor's degree in engineering, public administration, accounting or other relevant area of study, or 6 years of equivalent professional experience in project delivery, program management and/or engineering.
* At least two years of experience with policies and procedures for capital delivery of federally funded projects.
* At least two years of experience in program management and work order management as it relates to capital program projects, or technical experience in the development and delivery of transportation projects.
