This position performs professional level accounting as the lead in the payroll unit of the Office of Finance, Budget, and Economics at the Department of Natural Resources. These responsibilities include, but are not limited to:
* Reconciling State Payroll Revolving Account 035 and Payroll Suspense Program 290 and general ledgers 1324, 5124, 5181, 5187, 5189, and 5199
* Quarterly reporting to the Internal Revenue Service, Labor & Industries, Retirement Systems, Employment Security, and Health Care Authority
* Acting as the agency taxable fringe benefits specialist
* Monitoring and reviewing Industrial Insurance claims
* Processing employee garnishments, liens, and other withholdings
* Reviewing and processing retirement reports and billings
* Preparing training materials and conducting training for agency payroll designees/contacts
* Bachelor's degree with 18 quarter or 12 semester hours of accounting or AA in Accounting.
* Four or more years of professional level accounting experience, which may substitute year for year for the education, but not for the accounting credit hours.
* Experience and proficiency using a variety of computer systems and software, including Microsoft Office Excel, Word, PowerPoint, and Outlook.
* Experience using State of Washington or similar reporting systems to monitor and reconcile general ledgers, for example Enterprise Reporting and HCA-EOS reports
* Knowledge of Agency Financial Reporting System (AFRS)
* Knowledge of journal voucher processing and transaction codes.
* Experience in payroll processing, through HRMS or similar payroll systems.
* Ability to focus and prioritize work to meet inflexible deadlines while dealing with frequent interruptions.
* Ability to maintain high levels of accuracy with a heavy workload applying attention to detail in everyday tasks
* Must possess strong interpersonal relationship and leadership skills, including the consistent ability to communicate effectively and respectfully with co-workers and diverse clientele.
* Knowledge of GAAP (Generally Accepted Accounting Principles), with a focus on payroll.
* Experience in maintaining and troubleshooting accounting systems
* Ability to create and train on power point presentations to a wide variety of employees
* Must be at least 18 years of age at the time of hire
* Must be willing to work in an office environment
* Must read, sign, and abide by the DNR confidentiality agreement
* Flexible schedule depending on payroll cut off dates with opportunity for overtime
* Occasional travel to training and regional offices
