Commerce Specialist 4 [04960]
The Office of Economic Development and Competitiveness is seeking a Commerce Specialist 4 within the Rural Strategies Unit.
This position serves as the agency expert responsible for setting the agenda for the state's rural economic development strategies. The purpose is to strengthen communities by initiating activities and programs that build resilient and sustainable rural communities. The primary charge is to establish Washington as a global leader in rural strategies through the development of local, regional, national and international partnerships with the public and private sectors and the pursuit of collaborative opportunities.
* Develop the state Office of Economic Development and Competitiveness Rural Economic Development Strategy.
* Work directly with the 34 rural economic development organizations throughout the state to provide strong leadership and direction, with a focus on achieving targeted results. This includes: assistance with strategic planning and asset mapping for each of the rural counties; managing the Economic Gardening program; assisting in the development of economic development metrics for commerce contracts; promoting rural strategies through social media, the website and other media formats; serving as a resource for rural communities and entrepreneurs; engaging in public speaking opportunities, and serving as Commerce's voice on economic development issues in rural and underserved communities.
* Work with the tourism sector lead and 13-member governor-appointed board to the Tourism Marketing Authority to implement a statewide marketing program focusing on rural tourism-dependent counties, natural wonders and outdoor recreation opportunities of the state, attraction of international tourists, identification of local offerings for tourists and assistance for tourism areas adversely impacted by natural disasters.
* Coordinate the selection of board members from the tourism industry and related businesses, prepare meeting materials as directed and provide policy, financial and contractual assistance to the authority.
* Supervise and direct work of Commerce Specialist 3 in Eastern Washington. Oversee the work performed, providing regular feedback, coaching, and guidance to staff.
* Delegate workload responsibilities and assignments to staff.
* Introduce new programs that strengthen the tools and resources available to entrepreneurs.
* Direct the Global Entrepreneurship Week program, manage the Fund Local program, and maintain the state's Startup website content. Write monthly blog for newsletter.
**Required Qualifications:**
* A Bachelor's degree in business, public administration, accounting, or related field and four years of professional experience in community, trade, or economic development.
* * Additional professional level experience may substitute year-for-year for education.
* One year of lead or supervisory experience.
* Experience writing and delivering presentations to diverse audiences.
* Familiarity with rural economic development strategies.
* Familiarity with strategic planning and asset mapping
**Required Competencies:**
* Creative and independent
**Preferred****/Desired Qualifications:**
* Basic economic development course graduate, technical expertise in economic development, understanding of state government delivery services, experience with startups.
* Graduate of Basic Economic Development Certified Course preferred.
* Current Economic Gardening certification or ability to secure certification within one year of hire.
* Experience in developing public-private partnerships, including securing funding.
